In Houma Louisiana Barber Clyde Scott (age 32) received a summons from the local police for trimming hair in his shop (Clippas) on May 19. An old law on the book in Houma for many decades has prohibited barbers from working on Sunday, Mondays and several holidays, even the day after Labor Day. Luckily for Barber Scott, District Attorney Joe Waitz Jr. won't be prosecuting the case because he said "it's our job to prosecute criminals, not barbers". Ironically the barber had opened his shop to trim the hair for a few students getting ready for their graduation ceremony. While he was working on the students, the police showed up to give him a citation for being opened illegally on a Monday. It seems the old law is still on the books and apparently links back to the days of the strong barber unions in the 1950s and 60s. No one is quite sure why the law is still active on the books after all these years. When the police were questioned about the citation given to the barber for cutting hair "illegally" on Monday, they said that it was the first time a ticket was written in 23 years for the violation of this long standing law.

The law itself was made by the Barber Union to protect barbers rights. No cutting on monday and sunday was so barbers had atleast 2 days off Sunday was chosen so those who wanted to attend church could if they so chose and monday because it was usually the slowest of the week. As far as no individual shall work on: its there to promote brotherhood and keep out competition. Rules and regulation are usually there for a reason. This one in particular was to protect peoples rights from there employers and to maintain a code of brotherhood. Some states even went as far as having a mandatory rate for services. Most state Barber boards only answer to the governor of that state. Not that im a fan just saying why that law exists. |
